Funny i got this short right as i stared a conquest run! Fun game, not for everyone, and does not handhold on what to do, but has a ton of replayabillity.

This does seem very close in concept to an older game called Majesty. Where in you run a town and utilise bounties aka quests and "utility" services like adult entertainment to motivate adventurers to actually do their jobs.
Though this game does have a very big charm with the hand drawn elements
This is like thag one shooter series, Citadel and Beyond Citadel.
